Commercial roofing Las Vegas: repair, coatings, replacement

Commercial roofing in Summerlin

A master planned community rather than a city. Office and medical buildings, retail centers built with the villages around them, and a great deal of property owned by associations rather than by one owner.

Summerlin was planned rather than accumulated, and its commercial property shows it. Office buildings and medical suites grouped into campuses, retail centers built with the villages around them, and a great deal of property owned by associations rather than by one owner. Very little of it stands alone, which changes both what we find on the roofs and who decides what happens to them.

Offices, medical suites and association property

Three kinds of roof, and the third is the largest part of the work here.

The office and medical buildings carry small roofs crowded with equipment, usually screened, over spaces that tolerate no water at all. The retail centers are low slope fields punctuated by curbs and serviced constantly by contractors working for tenants rather than for the owner.

The association property is different again: condominium and apartment buildings with concrete tile across most of the elevation and flat sections tucked over corridors, entries, stair cores and equipment areas, plus clubhouses and amenity buildings. All of it is commercial work, because an association owns it, funds it from reserves and has to make one decision across many buildings at once.

Tile above, membrane below, and the joint between

On the tile areas the covering is not the waterproofing. The underlayment beneath it is, and it ages under heat while the tile above looks unchanged. That is the single most useful thing for a board to understand, because a roof whose tile is sound and whose underlayment is finished is a real cost that nothing visible announces. Tiles also crack under foot traffic and lift at ridges and hips.

On the flat sections the issues are drainage and details. Those areas receive the water shed off the tile above them, so they carry far more flow than their area suggests, and they usually drain through one outlet or a short scupper with no second route.

The transition between the two is where most leaks begin. It is formed by hand, it takes concentrated water, and it joins two materials that move at different rates.

So a survey here reports three things separately: tile condition, underlayment condition, and the state of the flat sections and their transitions. Delivered as one verdict it is no use to anybody who has to fund it.

Boards, notice and two building departments

Work on association property is scheduled backwards from a meeting. An agent can usually authorize a repair up to a limit; beyond that the board decides, and a program drawing on reserves may need notice to owners as well. The survey and the report therefore have to be finished in time to be circulated before the meeting, or the work waits for the next one.

Notice to residents is the other constraint. Work above occupied units means hours agreed in advance, access routes kept clear, and parking arranged wherever a lift or a container has to stand.

Then the permit, which here is two questions rather than one. Summerlin straddles a jurisdictional line, so part of it is inside the Las Vegas city limits and part of it is unincorporated Clark County. On a program covering several buildings we establish the jurisdiction for each address before anything is submitted, so that permitting does not end up choosing the order of work. The survey should choose it.

Common questions

Can two buildings in the same Summerlin association fall under different building departments?

Yes, and it catches people out. Summerlin is a master planned community rather than a city, and it crosses a jurisdictional line: part sits inside the Las Vegas city limits and part is unincorporated Clark County.

  • The boundary follows parcels rather than the community
  • So a portfolio job is not one permitting exercise
  • Each address is checked on its own and filed with the office that covers it
  • Two buildings a short distance apart can end up on different schedules
  • It is a lookup from the parcel address, done before an application

Doing it afterward means restarting, and on a phased association program that pushes everything behind it. If you are a board or a manager planning several buildings, send the full address list at the start. We will sequence the applications so permitting does not decide which building goes first. The condition survey should.

Our Summerlin property has tile roofs and flat sections. Do they need the same schedule?

Same visit, different inspection. The two coverings sit on one building and fail for different reasons, so a single schedule works as long as the inspection covers both properly.

  • On tile areas the covering is not the waterproofing, the underlayment is
  • That layer ages under heat while the tile above it looks unchanged
  • Tiles crack under foot traffic, slip out of course and lift at ridges in wind
  • Flat sections take the water shed off the tile, so they carry more flow
  • The hand formed transition between the two is where most leaks start

For a board, the useful output is one report covering both, with underlayment condition stated separately from tile condition. A roof whose tile is sound and whose underlayment is finished is a real budget item, and it is easy to miss from the ground.

Does association design review affect what can go on the roof?

It can, and it is worth checking early, because it touches specification rather than only paperwork. Anything visible from the ground or a neighboring property may need approval first.

  • Tile profile and color, and the color of anything on a visible flat section
  • New or relocated rooftop equipment, and the screening around it
  • Solar, and edge or coping metal where the finish reads as part of the elevation
  • On a low building overlooked by taller neighbors, even the flat field counts
  • Approval cycles sit before the permit rather than alongside it

A replacement is also the moment to get a like for like decision recorded, because matching an existing profile years afterward is much harder than agreeing it now. Ask us at the site visit whether anything we propose would be visible. Where a submission is needed, it wants product data, the color and a photograph.

Who has to approve roof work on an association property before it can be booked?

Usually more people than a single owner is used to, and the sequence is what sets the start date.

  • A managing agent can normally authorize a repair within a defined limit
  • Anything larger goes to the board
  • A replacement drawing on reserves often needs a board vote
  • Governing documents may add notice to owners or an owner vote
  • So scheduling runs backward from a meeting date, not forward from availability

Survey, report and quote have to be circulated before the meeting, and anything late waits for the next one, which against a monsoon deadline is the difference between planned and emergency work. Tell us when the board meets, what the agent can approve alone, and whether the money is reserves or an assessment.

Where this is

Summerlin is a master planned community rather than a city, and it straddles two jurisdictions: part of it sits inside the Las Vegas city limits and part of it is unincorporated Clark County. Which building department issues a permit depends on the exact address, so it is worth confirming before an application rather than after.
